The padron explained, for San Sebastián

What is the padron?

The padron municipal is the register of everyone living in a Spanish municipality. Registering is called empadronamiento and the certificate, the certificado de empadronamiento, is the official proof of your address.

Who needs to register?

  • · Everyone who actually lives in the municipality, including children
  • · People who need proof of address for healthcare, a school place or residence steps
  • · People changing address within Spain, who register again in the new municipality

The official process in San Sebastián

  • · The registration form of your own town hall is completed for every person in the household
  • · Proof of address and identification are collected for each person
  • · An appointment is requested at the town hall, or the registration is filed online where the municipality allows it
  • · The town hall records the registration and issues the certificate

Documents usually required

  • · Passport or ID card for every person registering
  • · Proof of address, normally a rental contract, deed or a recent utility bill
  • · For children, a birth certificate or family book and consent of the parents
  • · Written permission of the owner or main tenant when you are not on the contract

Government fees

Town halls do not normally charge for registering on the padron or for the standard certificate. If your municipality does charge for a specific certificate, you pay that amount to the town hall directly.

Move Spain is not a government body

Move Spain is a private service. We prepare the application, check your documents against the rules that apply to your municipality and tell you exactly which official step is yours. The Spanish authorities decide, set the fees and issue the documents.

Official information

The decision is made by Ayuntamiento de San Sebastián. Move Spain prepares and checks the application; it does not issue documents and is not a government authority.
