Empadronamiento in Palma, the short version
In Palma the padrón is handled by the Ajuntament de Palma, Padró Municipal d'Habitants. Registration is free, you go in person with an appointment, and everyone in the household is listed on one sheet while keeping their own identity document.
Being registered is what connects you to your local health centre, school places, and island travel discounts. Those benefits each have their own application, registration on its own does not activate them.
